I posted my log to arrow findings and yes if you have logs of these tints:
Vampyric
Steel
Addled
Runed
Barbed
Then youn you can make arrows. Whether they fuction is betond me.

So, test on alpha if tou want but obviously you can't decon certain tints now. I don't know if you can tint logs.

You can equip sigils when the slot is already filled. You should first use the destroy or remove scrolls before activating a new sigil.
