Full wipe on all servers and start working from there with figuring out reasonable level caps, class balancing, new classes, player regulated economy, "more content" etc.

NG:

Buff high-end mobs slightly (to the extent that they can't be solo'd by any convenient means) and buff their drops to +40-60s for stat and +12-15ish for AS.

Maybe rare food item that prevents bleeding for a while. It need not be the full 600 clicks maybe 300 or 200 or even 100. That would work. Monsters shouldn't be able to use spells at a range that players can't OR players should be able to use those spells at a range like monsters do. The only exception to this is if the monster has a special ability that isn't available to players. Looking at IJO, it's a lose/lose situation in my opin...

Critter IJO is fine as it is. Along with XC it's the only spell that can break through MR. Removing ranged IJO from monsters would make hunting even less challenging for mages.

Dude, the game is already a bit unbalanced as it is, no need to make it worse.
